How should text links be constructed to capture multiple keywords?

I am working on a site that I would like to rank well for multiple keywords. Would it be better to create anchor text with focus on a single phrase

10 links Keyword1
10 links Keyword2
10 links Keyword3

or would it be better to create many links including all keywords

30 links Keyword1, Keyword2, Keyword3
Of course, the point of the question above is from a SEO or search engine optimization point of view – I want the site to rank as high as possible.

Because people are less likely to search for keyword1, keyword2, keyword3 altogether in one phrase, I would construct each text link to contain only one keyword phrase.

Obviously, you want the links to make sense to your site visitors as written and not construct them only for search engine rankings.
