I have been adding links to a website from other websites I own.. Problem is they are all page rank of three and I have heard this doesn’t help…Is this true and does it pay to buy backlinks?
I have an SEO company in Holland and i think that all incoming links from relevant site are good

yes it helps, and no in the long run, it is not cost effective to buy links unless your site content is not the type someone would want to link to

I think it should help; one day some sites will definitely rank higher than what it is now and should be useful at that time.
Some of your sites having 3 PR now might go up higer to 4-5; and this is a good thing for the other sites that might still be slow to go up.
